The recommended and maximum allowable average brightness, as well as the maximum allowable brightness of individual areas of billboards and billboards depending on their area and location relative to the eyes of drivers are given in table 1. Maximum brightness is defined as overall for the brightest areas (0.2 x 0.2 ) m both in advertising panels in which light sources are located inside in a fence from light-scattering materials, and in billboards which are illuminated outside by light devices.
The levels of total illumination of windows of residential buildings and wards of medical institutions by lighting devices of architectural, advertising and external lighting should not exceed the value of the average vertical illumination.

Installation of light dynamic advertising equipment is allowed in the absence of a direct view of its influence at the installation point at a distance of 1 m. from the geometric center of the windows of a residential building, wards of medical institutions of wards and social rooms of social security facilities.
The angular size of dynamic advertising lighting installations, which can be seen from a place at a distance of 1 m from the geometric center of the windows of the building, wards of medical institutions, wards and social rooms of social security facilities should not exceed 2°.
During the day, the brightness of the advertising video screen is not limited. In the evening and at night, the maximum allowable brightness of the video screen should not exceed 3000 cd/m2.
